America’s Government Is Secular?

As a pagan I found this article interesting.
The main point it makes revolves around Article XI from the Treaty of Tripoli, which reads:
As the Government of the United States of America is not, in any sense, founded on the Christian religion,—as it has in itself no character of enmity against the laws, religion, or tranquility, of Mussulmen,—and as the said States never entered into any war or act of hostility against any Mahometan nation, it is declared by the parties that no pretext arising from religious opinions shall ever produce an interruption of the harmony existing between the two countries.
To be honest, I don’t know, (nor have the time, as I write this, to research further), whether or not the Article was just put in the Treaty just to allay the fears the citizens and government of Tripolitania may have had of a resurrection of The Crusades, but it does make me wonder about history as we tend to believe it was, as opposed to how it was! It also makes me question the validity of biographies and biographers!
